(CA2482306)  We claim 1. A hard surface cleaning composition for loading on a cleaning wipe comprising: 0.05-5 weight percent cationic biocide;  0.01-5 weight percent non-ionic surfactant;  said cationic biocide is a quaternary ammonium compound;  0.04-5 weight percent cationic biocide release agent including a salt selected from the group consisting of: potassium citrate, sodium citrate, magnesium sulphate, sodium chloride, ammonium chloride, potassium chloride, and mixtures thereof;  0.5 to 10 weight percent organic solvent selected from the group consisting of methanol, ethanol, n-propanol, isopropanol, butanol, pentanol, hexanol and mixtures thereof;  and wherein said cationic biocide release agent has an ionic strength in said cleaning composition of at least 5x 10 -3 mol/l. 2. The cleaning composition as defined in claim 1, wherein said surfactant is a glycoside. 3. The cleaning composition as defined in claim 1, wherein said solvent comprises two solvent compounds, one of said solvent compounds has a boiling point less than 150.deg.C and another solvent compound has a boiling point of at least 150.deg.C. 4. The cleaning composition as defined in claim 1, further comprising 0.01- 2.0% weight percent of a builder. 5. A cleaning material having reduced biocide retention comprising: a. an absorbent or adsorbent material comprising a material selected from the group consisting of wood pulp, wood pulp derivative, synthetic fibers, and mixtures thereof;  and b. a hard surface cleaning composition absorbed or adsorbed on said absorbent or adsorbent material, said cleaning composition comprising cationic biocide, surfactant, and a biocide release agent, said cationic biocide is a quaternary ammonium compound: said cleaning composition including said cationic biocide release agent in an amount of 0. 04-5 weight percent said cationic biocide release agent including a salt selected from the group consisting of potassium citrate, sodium citrate, magnesium sulphate, sodium chloride, ammonium chloride, potassium chloride, and mixtures thereof;  0.5 to 10 weight percent organic solvent selected from the group consisting of methanol, ethanol, n-propanol, isopropanol, butanol, pentanol, hexanol and mixtures thereof;  and wherein said cationic biocide release agent has an ionic strength in said cleaning composition of at least 1 x 10 -2 -5 mol/l. 6. The cleaning material as defined in claim 5, wherein said absorbent or adsorbent material is selected from the group consisting of a cleaning wipe, a cleaning pad, a mop head, and combinations thereof. 7. A method for cleaning a hard surface comprising: a. providing an absorbent or adsorbent material, said absorbent or adsorbent material comprising a material selected from the group consisting of wood pulp, wood pulp derivative, synthetic fibers, and mixtures thereof;  said absorbent or adsorbent material is selected from the group consisting of a cleaning wipe, a cleaning pad, a mop head, and combinations thereof;  b. exposing said absorbent or adsorbent material with a cleaning composition, said cleaning composition comprising a cationic biocide, surfactant, and biocide release agent, said cationic biocide is a quaternary ammonium compound;  said cleaning composition including said cationic biocide release agent in an amount of 0.04-5 weight percent cationic biocide release agent comprising a salt selected from the group consisting of. potassium citrate, sodium citrate, magnesium sulphate, sodium chloride, ammonium chloride, potassium chloride, and mixtures thereof;  said cleaning composition further including 0.5 to 10 weight percent organic solvent selected from the group consisting of methanol, ethanol, n-propanol, isopropanol, butanol, pentanol, hexanol and mixtures thereof;  and wherein said cationic biocide release agent has an ionic strength in said cleaning composition of at least 1 x 10 -2 -5 mol/l;  and c. contacting said hard surface with said absorbent or adsorbent material and said cleaning composition. 8. The method as defined in claim 7, wherein said step of contacting at least partially disinfects, sanitizes, and/or sterilizes said hard surface. 9. The cleaning composition as defined in claim 1, wherein said composition further comprises a polymer. 10. The cleaning composition as defined in claim 4, wherein said builder is selected from the group consisting of: sodium EDTA, disodium EDTA, potassium EDTA, dipotassium EDTA and mixtures thereof. 11. The cleaning composition as defined in claim 1, wherein said cationic biocide release agent has an ionic strength in said cleaning composition of at least 1 x 10 -2 -5 mol/l. 12. The cleaning composition as defined in claim 1, comprising: Cationic Biocide 0.01-4.167% Solvent 0.01-16.67% Surfactant 0-4.167% Builder detergent 0-1.67% Polymer 0-8.33% Biocide release agent up to 4.167% Water at least 34% Dry cleaning wipe 16.7-50% Loading ratio 1-5:1 wherein the ionic strength of the biocide release agent is at least 5x 10 -3 mol/1.
